How Do I Get a Texas Assigned Vehicle Identification Number (VIN)?

1.The Texas Department of Motor Vehicles requires law enforcement to determine ownership before issuing a new VIN.

2. If law enforcement does not determine ownership, the applicant must obtain a court order.

3. To get a reassigned VIN, you must provide the court order at the time you apply.

4. Senate Bill 2076, effective September 1, 2017, created new Transportation Code, Section 501 .0321 . The person inspecting a vehicle must have successfully completed an appropriate training program .

5 . SB 2076 , effective September 1 , 2017 , amended Transportation Code , Section 501 , to authorize inspections by authorized individuals .

6 . If law enforcement determines that the vehicle was originally manufactured by a certain company , the owner must obtain a reassigned number from the TxDMV .

7. Applicants must submit Form VTR – 68 – A along with ownership evidence to a TxDMV Regional Service Center in order to have their vehicle re – numbered .

8. If law enforcement is unable to determine the manufacturer’s identification number , the applicant will be required to obtain a court order . The TxDMV has revised Form VTR- 68- A which is now available at TxDMV Regional Service Centers .
